In Sumy region created 6 Hospital Districts, including Hlukhiv District.
According to the Order of the Cabinet of Ministers of Ukraine dated January 16, 2019 № 17-Р, Sumy, Hlukhiv, Konotop, Okhtyrka, Romny and Shostka Hospital Districts were created within the Sumy region. This event became news number 1 lately, because there was an invisible struggle around the Hospital Districts of the Sumy region.
In the language of bureaucrats, Hospital Districts are formed as a «functional association of health facilities located in the relevant territory» to ensure the proper quality and availability of free secondary (specialized) medical care and efficient use of health care resources. Health care institutions covered by the Hospital District remain in the ownership and subordination of the local authorities involved in the Hospital District.
Sumy region remained almost the last, where Hospital Districts were identified. And it was Hlukhiv District that was the figure on the map, which for two years they were trying to redistribute, isolate, secure, or distribute between neighboring Districts. It was a struggle for the development of the hospital, for the availability of medical care for people, and for the next possible center of the enlarged area. All the people who dealt with this topic understood that without a Hospital District the development of the surrounding territories is impossible. Especially, it will during decentralization. The leadership of the region, people’s deputies, and medical luminaries were drawn into the discussion. Hlukhiv or lost forever the prospect, or get a chance to develop.

Six full-fledged Hospital Districts in the Sumy region – we have been seeking this decision from the Cabinet of Ministers for two years. But this is only a small part of the work that we have done over the past 5-7 years, attracting state budget funds for the repair of hospitals, the purchase of equipment and so on. If there were no proper base, then nothing would have happened.
Personally, I consider the proposed reforms in medicine unreasoned and even harmful, which will lead in our agrarian regions to the complete isolation of people from medical care. I sued Suprun, demanding her dismissal. But in the current situation, it was necessary to defend six Hospital Districts, so that patients from Sopych of the Hlukhiv district would not go to Shostka for 87 km, or from Shalyhyne to Konotop for 100 km.
For two years we asked the Cabinet of Ministers, the Prime Minister, and the Ministry of Health to listen to real arguments. And common sense won! Secondary-level specialized medical care will be available! I want to thank all the residents of the Sumy region who actively participated in this epic, collected signatures, and wrote letters. Thanks to the leadership of the region and districts, the leadership of the regional council, the deputies of local councils for their resilience, for not retreating and for not reconciling.
I personally thank for the firm position of Deputy Prime Ministers Hennadiy Zubko and Pavlo Rozenko, who, despite the inadequate Ministry of Health and the same inadequate «grant eaters» from the Center for Reforms, helped the people of Sumy.
As no one else, I understand that the decision of the Cabinet of Ministers on the Hlukhiv Hospital District is only the beginning, an advance. If we do not fill it with content, if we fail to provide the hospital with intensive treatment with facilities, doctors, and equipment in the shortest possible time, the decree will remain a piece of paper. As always, I am ready to cooperate, ready for dialogue.
